At Yau San Street, Yuen Long, when civilians were complaining to the Force Media Liaison Cadre after being treated inappropriately in a stop and search, riot police officers stepped forward, pepper sprayed and quickly left. Afterwards, District Councillors tried to reason with police officers, but were hit by multiple pepper spray shots along with many reporters from officers at a high angle, for not maintaining appropriate distance.
Laws of Hong Kong ─ Cap. 232A Police (Discipline) Regulations ─ Regulation 3 Disciplinary offences：
2) The offences against discipline are —
(h) neglect of duty or orders;
(k) unlawful or unnecessary exercise of authority resulting in loss or injury to any other person or to the Government；
Laws of Hong Kong ─ Cap. 212 Offences against the Person Ordinance No. 40 ─ Common assault
Any person who is convicted of a common assault shall be guilty of an offence triable either summarily or upon indictment, and shall be liable to imprisonment for 1 year.
Police General Orders Ch 39 ─ 39-05 Working with Media Representatives
All officers at the scene of an incident shall:-
(a) facilitate the work of the news media as much as possible and accord media representatives consideration and courtesy; and
(b) not block camera lenses.
