Police refused to show warrant cards

Legislators Tam Man-ho and Wan Shiu-kin made an inquiry to a superintendent, surnamed Chan, about why all the other officers did not have a warrant card during actions. The superintendent refused to identify the officers and said that the police vests were proofs of police identity so everyone who wore a police vest was an officer. According to the 20th chapter of ‘Police General Orders’, “An officer in plain-clothes when dealing with members of the public and exercising his police powers, whether he is on or off duty, shall identify himself and produce his warrant card…”. Superintendent Chan and police officers at that scene were obviously violating the orders.
