Police officers smoke on duty while waiting for arrivers at quarantine camp
Alleged police officers, who were responsible for guarding the Chun Yeung Estate quarantine centre, were seen peeling off their masks and smoking. The quarantine centre houses stranded locals who were brought back from Hubei by government-chartered flights.

(2)The offences against discipline are—
(c)conduct to the prejudice of good order and discipline;
Police General Orders Chapter 6 No. 6-01:
28. A police officer, whether in plainclothes or in uniform, shall not smoke while performing any duty in the public view, when dealing directly with members of the public or in any police vehicle at any time.
